Proposals, Bitcoin-signed votes, versioned policies and an append-only audit trail. Nobody has to trust Solon's count: every decision is a signed record anyone can re-tally. It governs OrangeCat's spending ceiling and the rule that routes a share of revenue back to whoever originated the code.
